2022

Dear colleagues,

In 2022, the International and Comparative Law Research Center carried out further work on its main area of interests. We have conducted a number of studies, including ones on current issues of energy transition and climate change, sustainable development of the Arctic, Eurasian integration, international development assistance, and also on the UN Commission on International Trade Law (UNCITRAL) subject matter.

It is very important to us that despite all the serious turbulence, the ICLRC have kept on its international activities. We have taken part in the UNCITRAL sessions, EAEU forums; we have obtained accreditation with the UN Environment Programme and UN Environment Assembly, and observer status in the UN Framework Convention on Climate Change. We also expanded partner network and, for example, began cooperating with the Bahrain Center for Strategic, International and Energy Studies.

In the past year, we paid a lot of attention to educational activities, for example, we gave lectures on climate regulation, launched a series of educational projects with our partners, continued to replenish our Library’s collection. Later on, we are planning to use the proven Summer School format for the areas other than public international law.

We are very grateful to our partners, lecturers, and experts for their support, without which our projects would not be possible, and we hope to continue cooperation.

Our plans for the future are substantial. We are going to further focus on research and educational projects, find new experts and partners, and present unique projects.

About the ICLRC
The International and Comparative Law Research Center is an independent expert platform that generates and accumulates knowledge in the field of law.

The IСLRC’s expertise is in high demand by international organizations, government agencies, and business.

The ICLRC creates a platform for the exchange of views, initiates international dialogue and takes part in the improvement of national jurisdiction upon request.

The expert stuff of the Center includes recognized practitioners; the Center’s team provides overall project team management with experts in various knowledge areas.

An important part of our work is promotion of international law studies. Our unique Library provides access to publications on public and private international law, as well as comparative law in different languages, and also to electronic legal databases.

For me, international law in the XXI century is an opportunity to find, maybe, some completely new ways to solve the problems that exist in the modern world. I think that international law precisely provides such opportunities.

Organization of expert discussions with the participation of internationally recognized speakers
Due to the pandemic, the courts considered separation of powers between the different levels and branches of government, constitutionality of the introduced measures. Normally, restrictive measures are recognized as proportionate, COVID-19 pandemic is not recognized as a universal force majeure circumstance. The courts undermined attempts of executives and regions to enlarge their powers during the COVID-19 pandemic.

Legal Support of Energy Transition in Russia
As part of the activities of the "Consolidated Regulatory Measures" working group on adapting the Russian economy to the global energy transition, a section on “Stimulating Regulatory Measures” of the Roadmap (Operational Plan) to implement of the Strategy of Socio-Economic Development of Russia with a Low Level of Greenhouse Gas Emissions Until 2050 was formed

Participation in the formation of the regulatory framework of the Sakhalin experiment, including the Program of the experiment to limit greenhouse gas emissions in Sakhalin region

The International Law in XXI Century Award
Annual competition for the best research paper on public international law among young Russian lawyers.

Prize — 300,000 rubles.

Participants are Russian citizens under 35 years old, who completed higher legal education in law and/or hold a postgraduate degree in law.

The winner is selected by the Council of the Competition consisting of international law practitioners and scholars.

The Library of the ICLRC assists contestants by providing access to literature for preparation of their papers.

The Center’s Library is open for everyone interested in public and private international law, as well as comparative law: scholars, postgraduates of Russian and foreign universities, students — members of moot court teams, representatives of State authorities.

The Library collection includes both classic and modern legal publications in various languages. It also comprises private libraries of prominent Russian international lawyers, Grigory Tunkin and Anatoly Kolodkin. The Library also exhibits personal thematic book collections, in particular, by attorney and international arbitration expert Sergey Usoskin.

Above that, the Library’s visitors have access to the major Russian and foreign electronic legal databases containing books, periodicals, legislative texts, and case law.

These are challenging times for public international law. <...> Appetite for new multilateral treaties appears to have declined, and withdrawal from existing agreements happens all too frequently. In such circumstances, international law is more important than ever, as a common “language” and a (minimum) basis for conduct. International lawyers can, and must, keep talking even in the most difficult of times.
